FACT OF THE DAY: Leap days were first decreed by Julius Caesar in 46 BC. In 1582, Pope Gregory XIII added a further tweak: leap days should not occur in years ending in “00,” unless the year is divisible by 400. (There was therefore a leap day in the year 2000.) It’s been proposed to augment the rule further and skip the leap day if the year is divisible by 3200, but this has not yet been adopted.
