FACT OF THE DAY: The Bill of Rights contains 12 amendments; only ten of them were ratified in 1789. One of the other two was finally ratified in 1992 after 202 years, becoming the 27th amendment. The remaining amendment, known as the Congressional Apportionment Amendment, was ratified by 12 of the original 13 states but now needs ratification from an additional 27 states in order to become law.
