Phil is actually in a secret lab being cloned. The government is going to use an army of Phil troopers to invade and occupy any nation that gives the United States grief.

Successful clones have already been parachuted into North Korea, where they are bitch-slapping Kim Jong Il while making off-color remarks aboiut his Korean ancestry.
