Obviously this creates a lot of problems for a lot of consumers. Does this new proposal (even if canceled for now) have any benefit to the consumer other than low prices for those with low usage?

No, and low-usage customers won't save any money. They're not lowering prices - just adding caps.
Time Warner just announced that because Austin and Rochester and the other test markets "didn't like caps" that we're no longer going to be the test market for DOCSIS 3.0 technology (which essentially brings Fiber speeds via Cable.)
Of course, it really doesn't matter, because with a data cap, there's really no point in having DOCSIS 3.0 technology anyway. (50Mbps = 20GB/hr, so you'd blow through any sort of cap right away.)
