FACT OF THE DAY: In 2007 the city of Richmond, CA started a mentoring program that identified the most dangerous at-risk youths in the city and, among other benefits, paid them $1,000 a month for simply not being arrested. Since then, 79% of program mentees have not been arrested, and the crime rate in Richmond has been cut in half.
