FACT OF THE DAY: Following a 1991 cyclone that killed 140,000 people, Bangladesh instituted a rigorous early-warning system and built 2,500 massive concrete shelters that are otherwise used as schools. When a similar cyclone struck the country in May 2016, only 23 persons died.
