FACT OF THE DAY: When the Union instituted the draft during the Civil War, it allowed draftees to hire another man, known as a “substitute,” to fight in their place. A typical fee was $150 (about $2,000 today). Out of 170,000 Union soldiers acquired through the draft, about 120,000 were substitutes.
