In my estimation, you've got proxies and a whole lot of copyright infringement. The proxies are legal, the copyright infringement isn't. However, they seem to be linking to places where the material is already uploaded, rather than hosting it themselves. If this is true, then technically, they're not the ones infringing on the copyright.
This -isn't- illegal, but judges who don't understand how the Internet works often decide that it is and it -will- get you sued.
The proxies themselves are merely a tool, to be used for good and evil. Proxies can be used to anonymize searches for child porn (bad, duh) or bypass censorship software (like in Saudi Arabia and China... good) or high schools (depends on what the information is used for.)
I wouldn't pay too much attention to it.
