The nominations committee just creates a final ballot for people to vote on. They don't see too many improv shows, either. Hence the OOB ballot thing.

Indeed. I just hope more people vote this year than last year. Having to send out a facebook message saying you've only received 36 ballots with a week or two to spare is pretty grim news.
